James Bensen will become dean of the School of Industry and Technology. Gerane Dougherty will be dean of the School of Liberal Studies. Both appointments are effective July 1. Another concern is that children will have to change school districts. "I think in this day and age," Erickson said, "we have to make an effort to hold on to what we do have." Jealous Joles, Hallie town chairman, also spoke against the annexation, saying there has been trouble with the mobile home court since the beginning. cahappy people "I hope that the commission makes the right decision," Joles said, "because I am afraid you are going to have a lot of unsatisfied people in the area." Another resident of Route 1, Chippewa Falls, said bluntly: "I don't give a damn I don't want to be annexed." Then William Wheatcraft, general counsel for First Central, entered into the record a letter he wrote to Joles May 2 in response to a Joles letter to the Department of Local Affairs and Development. "The area for which annexation is sought does not enjoy all the municipal services and benefits," Wehatcraft wrote, "with the exception of a municipal sewer system." He said there is no municipal water system or adequate police and fire protection.

Law enforcement standards recommend one officer for every 500 residents, Wheatcraft said, "as against Hallie's existing one officer per thousand people." Record clear Wheatcraft also said "the record clearly shows that more than fifty percent of the persons within the affected area signed a petition directed to the city of Eau Claire requesting annexation." Richard Andre, a member of the Chippewa County Board of Supervisors, representing the affected area, presented the commission with a resolution the board passed opposing the annexation. But Andre assured the commission the board was not attempting to "interfere or supercede" with any commission or City Council action. Richard Jann, city director of public works, then moved to approve the annexation petition as presented. "I this with the knowledge that the people who live in the area do have the recourse to put it to a referendum if they wish," Jann said. The residents then followed Biermeier, Glasshof and others out of the meeting, heckling them down the corridor.

"What do you think of Russia and Afghanistan?" one resident asked. Forcing vote Kumferman said after the meeting that 20 percent of the electors in area can sign a petition to force the referendum once the petition has been approved by the City Council. Kumferman said he believes that more than 100 electors live in the area.
